SimpleSay is a Mac application that lets you type in text, and have your Mac convert the text into speech using the Mac's built-in voices.
Type your text into the text field, and then press the Enter key, or click the Speak Text button, to start speaking. You can stop the speech by pressing the ESC key.
Recently used phrases will appear in the Recents list, which you can summon by pressing the down-arrow next to the Speak Text button, or by pressing Ctrl-Spacebar.
SimpleSay is compatible with macOS 10.11 (El Capitan) and 10.12 (Sierra), and likely future versions as well.
